HIGHLIGHTS OF RICE CISD BOARD OF TRUSTEES

REGULAR MEETING

HELD ON TUESDAY, MAY 16, 2006 AT 6:30 P.M.

 

Roll Call/Establish Quorum/ Call Meeting to Order:

A quorum of Betty Schiurring, President; Carolyn Baird, Vice President; Vivian Spanihel, Secretary; Jack Vawter and Laurel Milentz, Trustees; Wayne Bowen and Clark Peterson, Trustees-elect were in attendance for the meeting.  Michael Lanier, Superintendent; Bill Hefner, Assistant Superintendent; and Melissa Neubauer, Superintendent’s Secretary were also in attendance.   The Regular Meeting was called to order at 6:32 p.m. by Ms. Schiurring.

 

Receive Individuals:  

Doug Beal, Jacob Truchard, Laura Myres, Houston Cummings, John Post, Mike Keenon,

Larry Varley, Donna Samora, La’Joya Coats, Rafaela Castaneda, Leroy Stavinoha,

Sue Weller

 

 

Communications

The Board received thank you notes from the schools for Teacher Appreciation Day and

Secretaries Day.

 

Reports from Board Members:  

Several members reported that they attended the FFA and Band Banquets and that they

were very nice.

 

Oath of Office to Elected Board Members

Vivian Spanihel, Wayne Bowen and Clark Peterson were administered the

Oath of Office of the Rice Consolidated Independent School District Board of Trustees

by Melissa Neubauer, Notary Public.

 

Reorganization of the Board

Carolyn Baird nominated Betty Schiurring for President of the Rice Consolidated

Board of Trustees

 

Board Response: 

Carolyn Baird made the motion to accept the nomination by acclamation.

 

 

Motion seconded by Vivian Spanihel.

Motion carried unanimously.

 

Vivian Spanihel nominated Carolyn Baird for Vice President of the

Rice Consolidated Board of Trustees

 

Board Response: 

Vivian Spanihel made the motion to accept the nomination by acclamation.

 

Motion seconded by Joe Lee Perez.

Motion carried unanimously.

 

Jack Vawter nominated Vivian Spanihel for Secretary of the Rice Consolidated

Board of Trustees

 

Board Response: 

Jack Vawter made the motion to accept the nomination by acclamation.

 

Motion seconded by Carolyn Baird.

Consent Agenda.  

The following items were on the Consent Agenda:

Board Response: 

Joe Lee Perez motioned to approve all items listed on the Consent Agenda as presented.

Commencement.  Item #9

Joe Lee Perez moved to keep the (LOCAL) Policy FMH as it is. 

The motion died for lack of a second.

No Action Taken.

 

Local District Update FFA (LOCAL).  Item #10

Mr. Lanier presented the FFA (LOCAL) policy update to the Board.

 

 

Board Response: 

Joe Lee Perez motioned that the board adopt FFA (LOCAL) policy as recommended.

 

Motion seconded by Carolyn Baird.

Motion carried unanimously.

 

2006-2007 Out of District Transfers.  Item #13

Principals discussed the 2006-2007 Out of District Transfers with the board.

 

Board Response: 

Carolyn Baird motioned to approve the 2006-2007 Out of District Transfers with the exception of #4, 6 & 7 on the Rice High School list and #7, 8, 9 & 10 on the Sheridan School list as recommended by each campus principal.

 

Motion seconded by Vivian Spanihel.

Motion carried unanimously.

 

Texas Association of Rural Schools Resolution. Item # 11

Mr. Lanier explained the Texas Association of Rural Schools Resolution to the board.

 

Board Response: 

Vivian Spanihel motioned to adopt the Texas Association of Rural School Resolution as presented.

 

Motion seconded by Clark Peterson.

Motion carried unanimously.

 

American Red Cross Facility Agreement.    Item #12

The Board discussed the American Red Cross Facility Agreement and the need for establishing shelters of last resort.

 

Board Response: 

Joe Lee Perez motioned to authorize Superintendent Mike Lanier and Assistant Superintendent Bill Hefner to work with the American Red Cross as needed in case of an emergency and the establishment of shelters of last resort.

 

Motion seconded by Carolyn Baird.

Motion carried unanimously.

 

Building for DAEP.  Item #14

Mr. Lanier explained the need to purchase a portable building for DAEP since the Colorado County Juvenile Facility has closed.

 

Board Response: 

Wayne Bowen motioned to approve the purchase of a portable building to be placed behind the Ag barn for DAEP.

  

Motion seconded by Jack Vawter.

Motion carried unanimously. 

 

Injection Wells in Altair Area.  Item #15

Mr. Lanier and the Board discussed securing a resolution to send to the Texas Railroad Commission to ask them not to allow any further permits.

 

Board Response: 

Vivian Spanihel motioned to authorize Superintendent Mike Lanier and Assistant Superintendent Bill Hefner to secure a Resolution to send to the Texas Railroad Commission stating that Rice CISD wants to protect its water wells and to not allow any further permits.

 

Motion seconded by Jack Vawter.

Motion carried unanimously.

 

Board Committee Assignments.  Item #16

Betty Schiurring handed out Board Committee Assignments for the 2006-2007 school year.

No Action Taken.

 

Memorial  Item #17

The Board decided that the Rice CISD Board Improvement Committee will work with Mr. Lanier on the Clint Gertson Memorial.

No Action Taken.
