Request for Proposal for Food Service Consultant
Rice Consolidated ISD would like to invite qualified companies to submit proposals for a Food Service Consultant for August 01, 2025-June 30, 2025 school year.
All competitive proposals must be submitted and received on or before 3:30 p.m. on July 28, 2025. The proposal envelope or email should be clearly marked: PROPOSAL TITLE: “Competitive Proposals for Child Nutrition Consulting Services for Rice CISD”
Your proposal should include the following areas:
- Federal Meal Programs Nutrition Compliance – NSLP, SBP
· Menu Planning / Meal Pattern The National School Lunch Program (NSLP) and School Breakfast Program (SBP)- campus (Serve Only (SO)Eagle Lake Primary, Eagle Lake Intermediate, Garwood Primary, Sheridan Primary, Offer Versus Serve (OVS) Rice Junior High School, & Rice High School)
· Production Records for each campus campuses (Serve Only (SO)Eagle Lake Primary, Eagle Lake Intermediate, Garwood Primary, Sheridan Primary, Offer Versus Serve (OVS) Rice Junior High School, & Rice High School)
· Recipes for Menus for each campus (Serve Only (SO)Eagle Lake Primary, Eagle Lake Intermediate, Garwood Primary, Sheridan Primary, Offer Versus Serve (OVS) Rice Junior High School, & Rice High School)
· Special Diet Development- campus (Serve Only (SO)Eagle Lake Primary, Eagle Lake Intermediate, Garwood Primary, Sheridan Primary, Offer Versus Serve (OVS) Rice Junior High School, & Rice High School)
· Breakfast in the Classroom Support for Elementary-Eagle Lake Primary School(Serve Only (SO)
· Scheduled Visits for all Campus Cafeterias Quarterly-(Eagle Lake Primary, Eagle Lake Intermediate, Garwood Primary, Sheridan Primary, Rice Junior High School, & Rice High School)
· Mosaic Software Training when needed
· 24/7 remote support for help on Menus, Production Records and Recipes

Companies wishing to submit a competitive proposal will be able to view the documents online from the Rice CISD web page at www.ricecisd.org under the Departments > Food Service.
CRIMINAL HISTORY
Before entering into a contract with the District, the selected vendor must give notice to the District if an employee, owner or operator of the business has been convicted of a felony. The District may terminate the contract if the District determines that an employee or business failed to give such notice or misrepresented the conduct resulting in a conviction. The selected vendor shall disclose criminal history record information that relates to the selected vendor and/or employees when requested.
CONTRACT
The undersigned affirms they have familiarized themselves with the local conditions under which the work is to be performed and have satisfied themselves of matters that may be incidental to the work before submitting a proposal. Selected vendor must submit their proposals on the attached forms and they must be originally signed. By submitting and signing the attached proposal forms, each vendor is indicating that he has read and understood the instructions, terms, conditions, specifications, and invitation to proposal and agrees to comply with and be bound by its precepts. Submission of a proposal shall constitute an offer on such terms that shall remain open and irrevocable until such time as a proposal submitted on same has been accepted by the Rice CISD. Continuing non-performance of the vendor in terms of specifications shall be basis for termination of the contract by. Rice CISD shall not pay for work, equipment, or supplies that are unsatisfactory. Vendors will be given a reasonable opportunity before termination to correct the deficiencies. However, this shall in no way be construed as negating the basis for non-performance termination. Rice CISD reserves the right to accept and/or reject any and all proposals for any reason whatsoever.
APPLICABLE
The proposals will be scored according to the evaluation criteria mentioned above. Competitive proposals are expected to be considered for approval and awarded at the Special Board of Trustees Meeting Budget Workshop
